On 31/07/2025, Dhwani Legal Trust successfully conducted a specialized training session for officers of the Indian Revenue Service (IRS) at NACIN (National Academy of Customs, Indirect Taxes and Narcotics), Palasamudram, Andhra Pradesh, focusing on the nuances of issuing and drafting Show Cause Notices under the GST, Customs, and NDPS Acts. The session also covered key elements of appeal drafting, equipping officers with enhanced legal and procedural clarity in their day-to-day enforcement and adjudication work.
The session was led by Advocate Shilpa John and Advocate Meghana J., both associated with Dhwani Legal Trust and seasoned legal professionals with significant experience in public interest and commercial litigation. Drawing from their expertise, the speakers broke down the essential components of legally sound Show Cause Notices, emphasizing structure, language, evidentiary value, and legal sustainability.
Key areas covered included:
Statutory requirements and common pitfalls in SCN drafting under GST, Customs, and NDPS laws
Techniques to ensure clarity and legal defensibility in notices
Best practices in appeal drafting and representation
A brief discussion on recent judicial trends and case law affecting SCN issuance
The interactive session saw enthusiastic participation from 82 IRS officers, with several officers actively engaging in Q&A rounds and practical drafting exercises. The facilitators unpacked complex legal concepts with clarity, and participants welcomed the practical insights they provided.
The session marked a meaningful step toward strengthening the legal capacity of IRS officers in executing quasi-judicial responsibilities and represented a valuable collaboration between Dhwani Legal Trust and NACIN. It reflected a shared commitment to supporting legal rigour, procedural fairness, and institutional capacity in public service delivery.
